On the afternoon of May 9, 2023, the 2nd and 3rd Executive Councils of the 9th China Foundry Association were held in Tianjin, with a total of 293 representatives from the governing units attending the meeting. The meeting was chaired by President Zhang Libo.

The meeting heard, reviewed, and approved the annual work summary report of the Secretariat, the personnel adjustment and change report of the 9th Board of Directors, the spokesperson system of the China Foundry Association, the Asset Management Measures of the China Foundry Association, and the 2022 member income and expenditure report of the China Foundry Association passed a show of hands vote.

Subsequently, Executive Vice President Zhang Zhiyong introduced the framework structure of the work system of the China Foundry Association to the attending delegates, and for the first time interpreted the "Guiding Opinions on Promoting High Quality Development of Casting and Forging Parts" jointly issued by the Ministry of Industry and Information Technology, as well as the National Development and Reform Commission and the Ministry of Ecology and Environment.

Before the end of the meeting, the Chairman of the Board of Supervisors, Cao Baohua, gave a performance explanation on the meeting situation based on the meeting schedule and announced that the meeting was in accordance with legal procedures and the voting was true and valid.

　　At the end of the meeting, Chairman Zhang Libo gave a concluding speech. He stated that in the process of deeply implementing the Guiding Opinions of the three ministries, we should continue to play a leading role in party building, guide the industry to focus on technological self-reliance and self-reliance, the "two modernizations" battle, maintain the independent security of the industrial chain, accelerate the cultivation and development of new engines, build a new pattern of dual circular development, promote the industry to achieve the "14th Five Year Plan" goals as soon as possible, and write a new chapter in industry development.
